You should ask your tournament director since it's entirely dependent on the particular location the event is held at.

Is putting a hinge in the middle of a marimba in order to make it fit through a door an "alteration" (rule 3d)?

Part of the reason we added the rule about no alterations or dis-assembly is that this event is often conducted in specialized music practice rooms, which often aren't very big. Thus this was a way to help limit the overall size of the instruments. Thus regardless of whether or not an event supervisor views it as an alteration, you risk having difficulty fitting it into the competition room.

At reigonals I had a steel drum, but I wasn't able to get the full required range on it, so I added a set of 3 chimes for the notes I needed. The event supervisor didn't know what he was doing, and we managed to get 1st place. Will this be allowed at state level?

probably not. those are considered two separate instruments.

Wait, does the melody part of st. anthony have to EXACTLY match the given part or can it (while including original notes) play chords or harmony in some parts?

Having the melody instrument harmonize with itself through chords or sommat should be fine, as long as the melody notes are still there. Having the melody instrument also play harmony, I'm not sure about...depends on the event sup, I guess.

Even if you just have the treble instrument play melody all the way through on St Anthony Chorale, you can arrange your other piece to feature both instruments on melody/harmony.
