I'm supervising this event and am curious as to the exact intent of the Center Line Bonus wording for purposes of scoring.
My gut instinct tells me the qualification should be based on the entire duration of the run but the text seems to indicate otherwise:
6d.
"A Center Line Bonus of -20.0 points is awarded if ... while the vehicle travels between the start and finish line as determined by the Measurement point."
So is this saying that if a vehicle veers such that the Center Line is no longer between the vehicle's track after the measurement point has passed the finish line, it still receives the bonus?

Are there any size limitations or requirements for the mousetrap cars? I let someone borrow my rules sheet and I haven't gotten it back yet. Thanks

Without more of a description of your problem, it's hard for anyone to help you. That said, I suspect what you need are some sort of bearings to hold the axles to the chassis.
