Alright, my question:

why would a 7.5 minute quad in Wisconsin be more narrow (longitude) than a 7.5 quad in Texas?

kinda, but also not really. Azimuth is the 360˚ heading, while Bearing is the amount of degrees away from either north or south (up to 90˚) and then either east or west.
