Just wondering, does the official number of teams for PA include those that compete at invites?

It seems to only count teams at regionals. 316 divided by two gives 158 teams per division, and with 6 regions in the state, that's 26 teams per region, which is pretty accurate for the average amount of teams. So my guess is that it doesn't include invitationals.

There's apparently a new Southeastern Urban regional tournament, to be held at St. Joseph's on Saturday, March 5th. This is all very interesting to me, and I might try to get involved if I can (it's on a Saturday and my winter schedule is much less crazy than my fall was, haha).

No, I don't believe it will. Speaking as a member of Harriton and as someone who has worked on the Urban Initiative tournament and Build it Day for several years with B and C division teams, the urban region is composed of schools from Philadelphia, and the new region has not yet sent teams to states. In fact not all of the events are run during the region's competition. For example this year Robot Arm is being run, but not Electric Vehicle. I believe that this is the group that you are referring to.
