What does impound mean?

Does anyone know what the word "impound" means?
Events that require impound are typically those where the Event Supervisor chooses a target time or distance for today's competition. Part of the competition is that each team then has a small number of minutes to adjust their device to reach that time/distance. If impound didn't exist, some teams would be able to discover the target time/distance, and then spend a couple of hours in the corridors fine-tuning their device for that particular target.
