Changing the Sling
Are teams permitted to change the sling during the competition? Or are they permitted to have two attached - use one, and then the other (say for the heavy and then light masses?)

Interesting question. You must build only one device, and the whole device must fit in the various size limits, so if you were to have two slings, you'd have to ensure that both slings were attached to the device for each launch.
Rule 5c says that you may adjust the device in any way between launches. I don't see why that would exclude changing slings, as long as all bits of the device (including all slings) were within the size limits for each launch.
