Clarification posted to correct several typos in rule 2.

Didn't take a look at the rules earlier, but looks like the only change was in how the sections were organized to make it more clear. Unfortunately this typo makes it less clear Regarding the rules clarification this brings up an idea (one that the soinc folks are unlikely to follow up with); since the rules are now online, they could be updated with different versions to reflect rules clarifications. This is what FIRST robotics does, and I'm curious to think what chalker would say; it would solve some problems but also create others, I can already see.
