Would you say that it is as difficult to study for as rocks, or easier/harder?

Fossils is the only event I love more than Rocks and Minerals.
It's the perfect blend of geology and biology. Also, in my opinion it is far easier than Rocks and Minerals (which isn't exactly a hard event to begin with). Identification goes down to genus, but the genera are usually easy to tell apart, and the phyla are EXTREMELY easy to tell apart. Just from a quick glance, you should instantly be able to identify the phylum (except possibly brachiopods vs. bivalves, that's a little trickier), and that significantly narrows down your choices. That's different from identifying minerals, which all kinda look somewhat similar to the untrained eye.
The tougher part about fossils is that there's more to ask about them, including anatomy, habitat, diet, etc., but that's trivialized by having a good binder.

What was the tiebreaker for this event at nats? It was so easy, I can't imagine that there weren't perfect scores.

I don't remember the question, but I think some ID on station 1 was a tiebreaker.
Also, does anyone anticipate any changes to the fossils rules? I feel like it is going to be the same as before...I'd LOVE for more fossils to be added to the list though!
