Avatar: 9/10 - fits your username well, I'd like it better if it didn't have that white box around the panda, and is Harry the one with the scar on his forehead?
Signature: 10/10 - a very typical signature, but clean and informative!

There are multiple languages of code. Seriously, stop generalizing. I can code and I don't have any clue about your username.

I'll make an attempt at explaining his username.
the UTF-8 refers to the Unicode character set, so you could expect the following characters to be encoded in this format.
With some quick googling, you can find that U+6211 == 我 and U+662F ==是. In chinese, this means the rough equivalent of "i am".
It's not really related to coding; even if you did development you would only ever work with different file encodings if you used emacs/vim and frequently switched between windows, unix, linux, and mac.
as to why this happened, perhaps he purposely made it that. or perhaps he just tried pasting the characters 我是 in the "username" box and it was automatically translated to this and set to his current username. idk.
