Assuming that the picture you want to use is 32 MB or less in its current state, you can upload the image to https://imgbb.com. Click on the [Upload] button, select the image you want, and tell it "Ok" or whatever. Click on the preview of the picture, and that should bring you to a screen that allows you to resize the image. Change the larger of the two numbers to 75, and it will automatically set the other dimension to maintain the aspect ratio. Click on the [Submit] button, and then click the green [Upload] button. When it says "Upload complete," click on the thumbnail of the image. Your picture should be near the top of the screen. Right-click on it, and download it to wherever you want it. Now, you simply go to this page, click [Upload avatar], and select the file you just downloaded. I like using ImgBB because it's easy to use, it doesn't matter what computer or phone you use, and you don't need to create a account unless you want to make albums and things with the pictures you upload.
