It's pretty hard to say, because the type of motor and voltmeter that you test with can be different than the ones at state. At regionals, we got 150% times as much volts that we got at home. So, your voltage at states could be lower or higher than what you get with your testing.

that's true, you can compare against your own fans, but not other peoples voltages until the day of the competition

The day before PA states, our #1 blade assembly for both low and high speed broke in its container. We had to hastily fix it before getting on the bus, and I was worried that it wasn't strong or aerodynamic enough. But it worked, and we ended up getting first!! The test wasn't that hard, it was on stuff like types of energy, newton's laws, and calculating energy. There was an open-ended tiebreaker about how windmills work; we just filled up the entire page with as much as possible about aerodynamics and generators
