Yes, in the very back of the rule book, there is a 'tentative' National schedule. I don't know how exactly this will be followed, but I believe that it usually is pretty accurate. Does anyone know which states are normally which numbers, or does it change year to year? I know PA was 9 and 10 last year...

It does vary slightly from year to year, since it's by number of teams (except for the hosting state, which is usually 1 or 1 and 2) which fluctuates. Based upon various things, it seems that team number is determined by the number of teams in that state in that division. The number of teams in each division is not shown on the membership map, though it is of course correlated. Also, the team 1 and 2 for host is only at some locations. It was last practiced at Wichita (though only one of the two hosts since have had their teams participate at nationals in their year)
Illinois did do that the last time they hosted though, so it would be reasonable to assume they would do so again.
