A circuit is very simple. The most basic of circuits consists of only a power supply and a load (something that uses the power), and obviously a path for the electrons to travel between the power supply and the load.
May I suggest looking at the wiki. It's quite helpful, and it explains the fundamental concepts of circuits, as well as goes further into the areas that the event encompasses. I'm going to spend some time re-writing part of it to clarify and expand on some topics if this indeed does become an event again.

The whole event is called Shock Value (Circuits), as seen here -> http://soinc.org/sites/default/files/up ... t6-8-2.pdf
The thread is called Circuit lab/Shock Value because in the previous event table for 2010, both names were there. So the whole lab is about circuits, magnetism, electronics, and the like. Hope I answered your question

The official rules should be a bit different, but generally the same topics.

learn everthing in the trail rules and when the normal rules come out learn what is in them
also look through the wiki it has some good info
