All of the iterations my students have built have been strictly downhill (with the exception of small upward curve to change the launch angle) - but I suspect that with some impressive engineering, you could take fuller advantage of the potential energy allowed by the height limit.

If you were able to make a jump that decreases vertically, but then use the momentum to return the vehicle to almost the same height, the amount of gap distance you could achieve would skyrocket. So this might be an obvious question, but based on my thought of design, how many balls can we use? Because we can't use any other energy (electrical) sources, can we make mechanical systems recreated by balls, but using 2 balls?

No. In the rules it specifies there can only be one vehicle.

There can be a maximum of 5 gaps with any length and you can find the rules by searching 2018 science olympiad division b rules on google.
