I would assume that using a remote control would count under this rule. The autonomous wording this year is interesting.
Last year for example dealt with it the usual way:
"After the Start Task, the device must be designed to operate autonomously..."
The key word historically being designed to operate autonomously. Accidental stoppages required Touches were penalized, but were not a construction penalty because they were just that...accidents.
Remote control/timing has been and continues to be heavily penalized. Last year by DQ and this year by Participation Points only.
The strictest reading of this year's 5.i. would have teams receive participation points only for touching the device, but I have absolutely no reason to believe that is the intent behind the wording and would argue heavily against that interpretation given 4.h. and 6.e.

Sort of random, but this reminds me of last year when I didn't finish my robot arm in time for regionals (Oops...), and I just set up a tower using mindstorms and had the motors swing out kicking legs to knock some stacks of pennies into the target. The FAQ says the water has to complete an electrical circuit for the water task, does this mean you can't use the weight of the water in the beaker to complete an electric circuit?

I wondered that myself as the FAQ does not really clarify anything.
