I get the feeling that top times for most competitions later in the season will be a few seconds more than the height of the gym, i.e. a 20ft ceiling having a 22-24 second top time

This is my impression as well. I've already seen flights in the range of 1 ft/sec or so at tournaments earlier this year.

I already saw it... but it was one of the div B people with their parachute. 21 sec in a 20 foot gym.

Most likely will, depends on the height of the gym they use for nats though. I'd estimate around 1.3 or 1.4sec/ft for first place.
A lot of the launching is highly dependent on the launcher itself, in practice we'd get upwards of 1.2sec/ft, but at competition not nearly as much due to the difference in psi throughout different launchers.

NJ regional competition (UCC) 5th place was 4.4 seconds. Ceiling height was ~20 feet
