Is it pretty much a guarentee that Thomas Jefferson and Munster represent Indiana? Why doesn't Indiana have two teams go anymore?

So the states that send two teams to nats are determined by how many Division B and C teams each state has registered. Indiana used to have one of the Top 12 Division C registrations but now does not. In addition, there are more states that send a participating team to nationals, thus leaving less sports for states to send two teams (since the total number of teams at nationals has remained at 60).
