Does this mean that events will be considerably harder? Or will the difficulty stay the same?

It really depends. The events themselves are the same.
However, for some events, since the topic is changed or they're new to the season, competition is relatively low at the beginning of the year because of how novel they are or the fact that old builds no longer can be used.
But now those events don't change at all, so already dominant teams will continue to be dominant - especially in the build portion.

Many people will have a year to work on study or build events, and they could get a LOT better. Imagine half the teams having perfect Boomilevers... Or everyone knowing everything about Water Quality. The competition will get better if the events stay the same, so it would be harder

It's my final year doing Division B. Last year, I wasn't really good, and this year, I thought I actually had a chance to medal at nats. This news actually makes me sad :(

I'm likely not doing Division C either, which just makes it worse...

Yes. Events will be given a one year extension.
I would clarify that it's not 100% certain that future rotations won't be affected by this change (especially those beyond the next few years). I could see some committees pushing to return certain events on the original timeline on the basis of it having been a while since they were in rotation.
