While we cannot provide an answer to this question, it seems very unlikely considering just the logistics of handling approximately twice as many teams.

Judging from our current inadequate national response, the contagiousness and relatively high case fatality rate (for a respiratory disease) of COVID-19, and the projected socioeconomic impact of the virus, I'm predicting the cancellation of Nationals, with the slim possibility of rescheduling.

I think states who cancelled their tournaments simply select who they believe is the best team from their ranks, although whether Nationals will still go on is in question.

I think it would depend on whether the state board tells soinc that they give up their bids or whether soinc takes them away, but I agree that if soinc takes bids away from one state it would have to for the other.
Subideal solution: send the teams that won States the year before? It's at least objective, because the only other fair way I can think of is a lottery...

The idea seems good for division C, but for division B, there are some teams that aren't as good as they were last year, and some that have improved.
