Yes, solidly so.
Would SoCal teams then be allowed to compete in NorCal's tournament if they count towards the amount of bids that the NorCal tournament gets?
While we cannot provide an answer to this question, it seems very unlikely considering just the logistics of handling approximately twice as many teams.

Judging from our current inadequate national response, the contagiousness and relatively high case fatality rate (for a respiratory disease) of COVID-19, and the projected socioeconomic impact of the virus, I'm predicting the cancellation of Nationals, with the slim possibility of rescheduling.

Would the bids from states who have cancelled their tournaments be allocated to other states?

I think states who cancelled their tournaments simply select who they believe is the best team from their ranks, although whether Nationals will still go on is in question.

Hmmm it would definitely be controversial and sketchy if states picked the team(s) they thought was best, especially since it would give a disadvantage to teams who either didn't attend invitationals or didn't stack for invies and/or regs.

Neither will happen, its not fair to teams who got 2nd or anything else. (even if its troy lol)

The idea seems good for division C, but for division B, there are some teams that aren't as good as they were last year, and some that have improved. I speak from a school hat has improved.
