Maybe perhaps we need to think of the passwords less as a code but rather just straight-up; perhaps there's hidden numbers in them.

What I mean by that is that perhaps if you group numbers within each password, those numbers are important to find out who the victim is. As the officers were busy opening the safes, the Assassinator decides to shine light on his next victim. He puts an hourglass in the way of the victim, and while the victim comes towards the hourglass, he trips and spikes his head against the hall. Bleeding, he screams “May my light never die!”

The officers notice in the safe pictures of what seems to be a small town in Colorado. They notice at the back of one of them two words: “15,8,1,1” and “21,10,9,4,8,12” as well as pictures of fossilized dead animals from the past.
