I found it interesting that the rules did not change much at all from 2016 to 2020, any thoughts?

From my observations and experience, rules are typically changed for one of two reasons: either because the previous version caused issues or because leaving the rules stagnant fails to challenge students. Two people per team, so if your school has three teams that participate in a competition, then that is 6 people.
