As long as you scale it down, properly, and fold everything tighter, you should be fine. Although, folding tightly with toobers is rather difficult.

What do you suggest to use instead of toobers? I agree, toobers are a bit bulky and are easily worn out.

Garden wire works very well, and i've seen some schools use pipe cleaners as well.

There's no rule against it, as long as you follow the 2 cm scaling. Teams have done really, really well with it.

They can't dock points for not using mini toobers. If kids are forced to use a certain kit, that discriminates against kids who can't get access to that kit.

Technically they can't, but if they want to say that they can't tell if there's a loop or not, they can.
