As Nicholas has made clear, this is not an easy problem to rationalize and it is unlikely there will be any consistency in judging from tournaments until a FAQ or rules clarification is released. I would be inclined to advise ignoring this task until such a resolution is made. I would also like to caution those attending tournaments before this gets clarified - different ESes will interpret this different ways and it is NOT a good idea to take the judgement of any one ES at a single tournament as "Justification" for your interpretation of the rules. (i.e. if the ES at X invitational says its okay, it does NOT necessarily mean it will be okay at other tournaments)

Alternatively, make your balloon point up. Weight from liquid can only really affect the balloon if it’s pointing down

This is entirely true. But if you follow the discussion back to the start, it began with the premise of whether it was legal to have a balloon upside-down.

Would it be legal to use baking soda tablets instead of baking soda powder, considering that unlike the effervescence task, 4bi never specifies the form of the baking soda?

I see no issue with this, as long as the tablets contain nothing else that reacts with the vinegar to contribute to the action.

Have magnets on the inside and outside of your container so the inside magnet is suspending one of your reactants above the other. Then when you pull off the outside magnet, the inside will fall and drop the reactant into the other.

Your safest option is always to select an item that both matches the definition of balloon AND is marketed as one. However, the Merriam-Webster definition for balloon is "a nonporous bag of light material that can be inflated especially with air or gas" and I'd argue a condom would satisfy that description. Per General Rule 1, components/supplies are generally permissible unless specifically excluded, and this is not.
