It happens occasionally. I know Franklin MS from Oregon has done it before, as has Union HS from Oklahoma and Medomak MS in Maine last year. It generally happens when there's a lack of available funding, especially when the team in question is not very experienced or likely to do well, and it wouldn't be their first time attending nationals.

IIRC Washington D.C. was going to send a division B team (*cough* Unome would know this *cough*) in 2011 I think, but they declined so a team from another state went instead.EastStroudsburg13 wrote:It happens occasionally.
