Does anyone know if the 2014 2 block and 3 block conflict schedule has been posted anywhere yet? Thanks!

Once you have rules, the National conflict blocks are in the schedule printed on the inside back cover of the manual. Whether IL follows that closely or not remains to be seen. Looking at the 2013 topic, I (re)posted last season's conflict blocks on October 4 suggesting now is slightly too soon for them to have been put out. A look on the ISO Web page seems to confirm this.
