I don't know the history, scoring developed before my time. But MSO scores teams through 39th. Everyone else who participated scores 40. I think 41 is for did not participate, and 42 is a DQ.
National tournament does something similar, some regionals, depending on size.

National Tournament Scoring Guidelines score n teams, where n is the number of teams registered for the tournament. Score = place. Before the mid-90s, points were equal to 31-place, so first place would get 30 points. 30th place and beyond got 1 point for participation. Team with the most points won. Some tournaments still use this scoring system (the number used may vary from 31).
