I'm pretty sure that's wrong. i believe 2nd teams are awarded in order of the number of registrations in that division, so if it happened that the last state to get a 2nd C team had fewer B registrations than a state which did not get a 2nd C team, then that other state would get the 2nd B team instead. I'm not sure that it ever happens, but it theoretically could.
That is very wrong. We could send 2 teams for div C, but won't for div B. It all depends on the enrollment per division.

Where can we find lists of the number of teams that registered in each division per state?

Do you mean overall numbers, or participants in State?

on the soinc website they have a map with the total number of teams for each state, if that helps

From New York, we have Fayetteville-Manlius and Ward Melville coming to Nationals.

Hope I can come =) (though I doubt it, school liability thing wouldn't let me come with them to States).

Fossils: 1st @ reg. 3rd @ states (stupid dinosaurs...) 5th @ nats.
Dynamic: 1st @ reg. 19thish @ states, 18th @ nats
Herpetology (NOT the study of herpes): NA
Enviro Chem: 39th @ states =(
Cell Bio: 9th @ reg. 18th @ nats
Remote: 6th @ states 3rd @ Nats
